Paper Abstract:      The relevance of the research problem is specified by the fact that Rapid innovations of information technology requires substantial changes to the application of information and communication technologies in public administration. It is impossible to implement an effective e-governance strategy without creating a unified and orderly structure of functions and authorities (that could be applied to each public body) and further their coding in the form available to process IT. The authors have attempted to develop the action plan for the process of formalization of state bodies’ functions to make State mechanism more effective on the basis of using IT technologies. The paper is intended to familiarize the scientific community with new results achieved by Russian scientists in this field and with good practices that can be implemented by individual countries or can become the basis for building a unified global system of e-governance. Methodology of this work is based on content analysis of the existing in the Russian Federation regulatory acts establishing functions and authorities of various ministries, as well as comparing them with the state information resources associated with the formalization of public administration. International experience in this area was examined as well. Current research has shown that nowadays there is no basic resource for the encoding functions and authorities in the system of executive power. That is why authors have attempted to create the ideology of building a system of public information resources, allowing to solve the given problem on the basis of the capabilities of modern IT-technologies. An action plan (road map) of formalization of functions and authorities of state bodies was created as well.
